THE CIVIL SERVICE COMMISSION INVITES APPLICATIONS FROM SUITABLY QUALIFIED ZAMBIAN NATIONALS TO FILL VACANT POSITIONS OF DIRECTOR (M) – DEPARTMENT OF PETROLEUMIN THE MINISTRY OF ENERGY.

1. JOB TITLE : DIRECTOR – PETROLEUM (1 VACANCY)

JOB PURPOSE

To manage and develop the of petroleum industry in order to ensure security of supply.

DUTIES AND RESPONSIBILITIEndidate will be reporting to the Permanent Secretary and shall be responsible for:

(a) Managing timely, the development and review of Petroleum policies in order to provide a framework for effective management of the industry;

(b) Coordinating timely, the procurement of Petroleum feedstock and products in order to effectively manage the supply of petroleum products and feedstock on the market;

(c) Coordinating effectively the management of strategic stock reserves in order to facilitate development of petroleum infrastructure and ensure security of supply;

(d) Managing and coordinating effectively, the design and implementation of contracts in order to ensure conformity to required standards and facilitate the effective procurement and supply of petroleum, feedstock and products;

(e) Coordinating effectively the management of uniform petroleum pricing in order to facilitate informed decision making;

(f) Managing timely, research and developmentsin the petroleum industry in order to generate information for effective implementation of innovations;

(g) Monitoring and Evaluating regularly implementation of programmes in order to assess their impact, appropriateness and compliance to policy requirements;

(h) Collaborating timely, with local and international ly, with local and international organisations in order to share best practices and enhance development of the petroleum industry;

(i) Managing timely, the development and implementation of a data base on the Petroleum industry in order to facilitate the storage and retrieval of information

(j) Managing effectively, the development of work plans and implementation of the Annual Performance Appraisal System in order to monitor and evaluate performance; and

(k) Managing effectively, human financial and other resources in order to facilitate effective implementation of programmes.

QUALIFICATIONS

Applicants must have the following requisite qualifications: –

(a) A Full Grade Twelve (12) / Form 5 School Certificate with a minimum of five (5) ‘O’ Level Credits including English Language and Mathematics;

(b) Bachelor’s Degree in Business Administration and Economics or its equivalent;OR

A Bachelor’s Degree in Chemical/Mechanical Engineering, Natural Resourcesor its equivalent;

(c) Master’s Degree in relevant field shall be an added advantage;

(d) Minimum age of thirty-Five (35) years;

(e) Eight (08)years working experience, Four (4) of which should be at Senior Management Level
